Vasilije Adžić scored twice before Markuss Strods pulled one back late on, but Montenegro held on to claim their third consecutive victory.
Adžić gives Montenegro early advantage
Montenegro made a fast start at the Skonto Stadium in Riga, taking the lead after just three minutes.
Risto Radunović's pass from the left found teenage midfielder Vasilije Adžić inside the penalty area, and the 17-year-old finished past Latvia goalkeeper Rihards Matrevics to put the visitors 1-0 ahead.
Latvia responded by attempting to increase the pressure, but Montenegro retained their advantage going into half-time.
Adžić doubles Montenegro's lead
Montenegro extended their advantage in the 56th minute, with Adžić finding the net again to complete his brace.
The second goal put Montenegro firmly in control and marked another significant moment for the teenage midfielder, who was making an impact in only his early senior international career.
Strods gives Latvia late hope
Latvia refused to give up and reduced the deficit in the 82nd minute.
Markuss Strods scored his first senior international goal to make it 2-1, giving the hosts hope of rescuing a point in the closing stages.
However, Montenegro defended their lead during the remaining minutes and secured all three points.
Montenegro remain perfect
The victory keeps Montenegro at the top of Group C2 with nine points from three matches, while Latvia remain on one point after three games. Latvia had previously drawn 0-0 with Cyprus and lost 2-0 away to Armenia.
Montenegro will face Armenia in their next Nations League fixture, while Latvia travel to Cyprus on Monday.
