Shema announced his decision in a letter dated Tuesday, 29 September 2026, addressed to members of the federation’s General Assembly. His resignation took effect immediately.
The former president cited an integrity issue relating to his personal conduct, saying his departure was intended to protect the federation’s credibility and maintain public confidence.
“I have submitted my resignation from the position of President of the Rwanda Football Federation, effective immediately. This is a decision taken in good faith and in relation to my personal conduct,” Shema wrote.
He added that stepping down would allow the federation’s activities to continue without disruption and pledged to facilitate a smooth handover of responsibilities.
Resignation follows legal proceedings
Shema’s departure comes days after he was released following legal proceedings linked to his business activities outside football.
The case involved allegations of issuing dishonoured cheques and obtaining property through fraudulent means in connection with his medical equipment company, Africa Medical Supplier.
On 22 September, a Rwandan court approved a plea agreement with the prosecution. Under the agreement, Shema received a six-month prison sentence suspended for one year and a fine of three million Rwandan francs.
His resignation letter referred to the integrity issue but did not provide further details. Shema also stressed that his departure should not be interpreted beyond the facts established through the appropriate processes.
A short tenure at FERWAFA
Shema was elected FERWAFA president on 30 August 2025, securing 51 of the 53 votes cast at the federation’s General Assembly.
During his time in office, his administration focused on improving the financial position of Rwandan clubs and strengthening the national team, the Amavubi.
His departure leaves FERWAFA facing a leadership transition as Rwanda continues its preparations for the 2027 Africa Cup of Nations qualifying campaign.
Reports from Rwanda indicate that first vice-president Claudine Gasarabwe is set to oversee the federation on an interim basis. FERWAFA is expected to manage the transition and determine the next steps for its leadership.
Shema thanked the General Assembly, the Executive Committee, federation staff, partners, players and supporters for their cooperation during his time in office.
“It has been an honour to serve Rwandan football,” he said.
