The result leaves Montenegro unbeaten after four matches, but they were unable to build on their three consecutive victories against Cyprus, Armenia and Latvia.
Armenia frustrate Montenegro
Montenegro entered the match looking to strengthen their position at the top of Group C2 after winning their opening three fixtures.
They had beaten Cyprus 2-1, Armenia 3-2 away from home and Latvia 2-1 before welcoming Armenia for the return meeting.
However, Armenia produced a disciplined defensive performance to earn a valuable point on the road.
The visitors also had to withstand pressure late in the match as Montenegro pushed for a winning goal, but neither side could find the breakthrough.
Lončar sent off late
Montenegro finished the match with 10 men after Stefan Lončar was shown a red card in the 86th minute. Despite the numerical disadvantage, the hosts held on to secure a point.
The draw means Montenegro remain unbeaten in Group C2, while Armenia secured a result after losing 3-2 at home to Montenegro in their previous meeting.
Montenegro remain in control of Group C2
The result keeps Montenegro's Nations League campaign firmly on course, although the dropped points mean their position at the top of the group is less comfortable than it would have been with a victory.
Montenegro's next Nations League fixture will be against Latvia on November 12, while Armenia will face Cyprus on the same date.
