The match was played at the Nagyerdei Stadion in Debrecen, Hungary, with Israel unable to claim their first victory of the campaign after suffering defeats against Austria and the Republic of Ireland in their opening two matches.
Neither side finds the breakthrough
Israel and Kosovo struggled to turn possession into clear-cut opportunities during a cagey contest.
Kosovo enjoyed slightly more possession, completing 499 of their 565 attempted passes compared with Israel's 408 completed from 475 attempts. Both teams managed three shots on target.
Israel goalkeeper Avram Tzur and Kosovo goalkeeper Amir Saipi were not beaten as both defences remained organised throughout the 90 minutes.
Israel made several changes during the second half in an attempt to change the game, while Kosovo also introduced fresh attacking options, but neither side could produce the decisive moment.
Israel remain without a win
The draw gave Israel their first point of the Nations League campaign, but they remain bottom of Group B3 after three matches.
Israel had previously lost 3-1 away to Austria before suffering a 3-0 defeat against the Republic of Ireland. Kosovo, meanwhile, also moved to four points after their opening three matches.
Israel will next face the Republic of Ireland on Sunday, 4 October, in a match scheduled to be played behind closed doors in Backa Topola, Serbia.
