Cyprus entered the match looking to recover from their 2–1 defeat to Montenegro in their opening Group C2 fixture on 25 September. Latvia, meanwhile, were also searching for their first points after losing 2–0 to Armenia in their opening game.
The result leaves Cyprus with one point from their opening two matches, while Latvia also remain without a victory in the group.

The draw keeps Montenegro at the top of League C Group 2, while Cyprus and Latvia continue their campaigns with their first points of the Nations League phase respectively. UEFA's schedule confirms Cyprus will next face Armenia on 2 October, while Latvia will host Montenegro on the same day.
